Alan Terry, a homeless man in London, witnesses a man being hanged from a Thames River bridge. When the death is reported as a suicide, Alan goes to the police with his eyewitness testimony that it was murder. But when he realizes the investigating detective was one of the men who participated in the hanging, Alan turns to an American journalist for help untangling the crime.
