After the fall of the Philippines in World War II, the Japanese discovered that Gen. Douglas MacArthur ordered $16 million of silver dumped in Manila Bay in order that it would not wind up in enemy hands. Among the prisoners the Japanese have taken are two U.S. Navy deep-sea divers (Jim Brown & Rick Van Nutter), who they then force to dive in search of the sunken treasure.
