Two hapless losers, Buddy and Earl, who live in a junk yard in the meat-packing town of Butcher's Mill, Illinois, cook up a plan to kidnap their local U.S. Congressman (Chevy Chase) for ransom. They think it's their ticket to a better live, but their prime score turns into a raw deal when it descends into the most fouled-up kidnapping in the history of crime!
